
The State Independence of the Republic of Tajikistan is a great achievement in the modern history of the Tajik people. For the people of Tajikistan, it represents one of the greatest and most sacred national values, while its historical significance lies in creating the foundation for the development of the economy, law, politics, culture, science and various spheres of society.
Indeed, Independence marked the beginning of a new and decisive chapter in the history of the Tajik people. It was precisely due to Independence that, on 6 November 1994, the Constitution of the Republic of Tajikistan was adopted through a nationwide referendum. The Constitution embodied progressive socio-political ideas, the principles of building a democratic, law-based and secular state, as well as political and ideological pluralism.
During this period, one of the key requirements for the transition to a new social system was the development of new approaches to addressing national security issues and protecting state secrets.
In this regard, Article 30 of the Constitution of the Republic of Tajikistan stipulates that “The list of information constituting state secrets shall be determined by law.”
Based on this constitutional provision, on 14 December 1996, the Law of the Republic of Tajikistan “On State Secrets” was adopted, which became the fundamental legal basis and regulatory framework for the protection of state secrets.
On this basis, for the first time, by Resolution No. 198 of the Government of the Republic of Tajikistan dated 6 May 1997, the Main Directorate for State Secrets under the Government of the Republic of Tajikistan was established.
