The Committee is headed by a Chairperson appointed and dismissed by the Government of the Republic of Tajikistan.
The Chairperson has two deputies, including a First Deputy, who are appointed and dismissed by the Government of the Republic of Tajikistan upon his recommendation. The deputies are accountable to the Chairperson, who supervises their official activities.
Powers of the Chairperson of the Committee:
ensures overall leadership and organization of the Committee’s operations;
bears personal responsibility for fulfilling the tasks assigned to the Committee;
defines the powers of deputies and heads of structural units of the central apparatus;
represents the Committee and defends its interests before state bodies, organizations, individuals and legal entities, as well as foreign state authorities and international organizations in accordance with procedures;
takes measures related to recruitment, dismissal, attestation, competitive selection, encouragement of civil servants, and staff training in accordance with legislation;
appoints and dismisses heads and staff of the structural units of the central apparatus;
appoints and dismisses heads and deputy heads of organizations within the Committee’s system; gives written consent for the appointment of heads of subordinate enterprises;
establishes the Scientific and Technical Council and approves its composition;
determines the list of information classified as state secrets;
approves the wage fund, staffing table, unified income and expenditure budget, charters, regulations and work plans of structural units and subordinate organizations, and reviews their reports;
submits proposals to the Government of the Republic of Tajikistan on the management plan, staffing levels and structure of organizations within the Committee’s system;
establishes temporary and permanent commissions and approves their operational procedures;
organizes production and control meetings;
organizes professional training, advanced training and retraining of Committee staff and subordinate organizations;
considers public service matters within the Committee;
submits employees for state awards and honorary titles;
provides incentives and disciplinary measures;
issues orders, decisions, instructions and methodological recommendations and ensures their compliance;
organizes the reception of individuals and legal entities and ensures timely consideration of their oral and written appeals and the dispatch of responses;
in coordination with the Ministry of Finance determines minimum norms and reimbursement procedures for employees travelling for installation works, professional training, mobile tasks, field work and business trips;
issues mandatory directives for employees and subordinate organizations;
concludes, modifies and terminates employment contracts with civil servants and civil personnel;
approves semi-annual work plans, performance indicators and related reports;
exercises other powers provided by legal acts.
The structural units of the central apparatus consist of directorates, departments and sectors based on their functional areas.
A Collegium is formed within the Committee, consisting of the Chairperson (Chair of the Collegium), the First Deputy, the Deputy Chairperson, and senior employees of the central apparatus and subordinate organizations.
Members of the Collegium who are not included ex officio are approved and removed by the Government of the Republic of Tajikistan upon recommendation of the Chairperson.
The Collegium reviews issues related to the functioning of structural units and subordinate organizations.
Meetings of the Collegium are held with the participation of the majority of its members.
Decisions are adopted by majority vote and formalized in minutes.
The Committee issues orders within its authority. In the absence of the Chairperson, his powers are exercised by the First Deputy, and in his absence — by the Deputy Chairperson.
Financing of the Committee’s central apparatus is carried out from the republican budget and other funding sources via the single treasury account of the Ministry of Finance.
The Committee is a legal entity, has a seal with the State Emblem, its name in the state and Russian languages, an emblem, official letterheads and a stamp.
The Committee owns property under the right of operational management, holds an independent balance sheet and a special account, and may enter into contracts, acquire property rights, and act as claimant or defendant in court.
