Ministry of Labor, Migration and Employment population of the Republic of Tajikistan

The Ministry of Labor, Migration and Employment of the People of the Republic of Tajikistan is the central executive body of the state power, developing and implementing a single state political and normative-legal base in the sphere of labor, living standards, migration, labor market, employment of the population, professional education, training of adults and craft workers.

The Ministry coordinates the activities of certain bodies, organizations and schemes. The Ministry is guided by the Constitution of the Republic of Tajikistan, constitutional laws of the Republic of Tajikistan, laws of the Republic of Tajikistan, acts of the National Majlis and the Majlis of Representatives of the People's Assembly of the Republic of Tajikistan, the President of the Republic of Tajikistan, the Government of the Republic of Tajikistan, internationally recognized legal acts.

The Ministry carries out its activities in interaction with the central state executive bodies, local executive bodies, international, public and other organizations.

The Ministry has the following powers in the sphere:

Draft normative-legal acts in the field of labor, migration, employment, living standards, professional education, adult education and craft, as well as the work plan and efficiency indicators of the Ministry, submitted for consideration by the Government of the Republic of Tajikistan; on the basis of and in accordance with the Constitution of the Republic of Tajikistan, laws of the Republic of Tajikistan, acts of the President of the Republic of Tajikistan and the Government of the Republic of Tajikistan performs the following tasks:

(a) in the sphere of labour relations:

- in interaction with the relevant ministries and departments, develop proposals on the basic directives and priorities of the state policy in the field of employment and training;

- studies, analyzes and evaluates the living standards of the population;

• develops measures to stabilize and raise the living standards of the population on the basis of income policy formation;
• - jointly with the relevant ministries and departments, preparing proposals on the minimum wage, benefits and scholarships;
• - develops and presents in accordance with the established procedure the classification of professions and positions of workers to the relevant bodies;
• - develop proposals for the improvement of the system of remuneration of employees within the framework of tariff agreements and collective agreements;
• - to carry out the tarification of jobs, professions and tasks, to develop the legal basis for the regulation and payment of salaries
• b) in the field of migration:
• - develops relevant programmes for the formation of the state migration policy and organizes work on their implementation;
• - to study the prospects of the internal and external migration process and the contribution of proposals to the Government of the Republic of Tajikistan;
• - coordinates the activities of ministries and departments, local self-government bodies, institutions and organizations in the field of migration;
• - to organize events aimed at the attraction and organized mobilization of migrant workers abroad;
• - interacts with the relevant bodies for the attraction of migrant workers to social and medical insurance abroad;
• - organizes cooperation with diasporas, public organizations and compatriots abroad in the established sphere of activity;
• - within the limits of its powers, organizes control and verification of the activities of economic entities in the field of employment of citizens of the Republic of Tajikistan abroad and employment of foreign citizens on the territory of the Republic of Tajikistan
• (c) in the sphere of employment:
• - regularly analyses and forecasts the situation in the labour market and the employment market and effectively uses labour resources preparation of proposals for the development and implementation of the state policy of employment assistance based on the analysis and perspective of social and economic development, the state of the labor market, the development of state, regional and local programs of employment assistance and monitoring of their implementation;
• - jointly with the relevant ministries and departments of the local self-government bodies, determine the overall need for workplaces and take into account the demographic perspective, participate in the development of programs for the creation and maintenance of workplaces at the republican, regional and local levels;
• - organize a system of certification of professional skills, acquired by citizens in the work process;
• - coordinates the activities of the relevant ministries and departments, public organizations, enterprises independent from the form of ownership in the sphere of employment promotion, considers the sectoral programs and targeted investments in the sphere of the creation and maintenance of jobs;
• - carry out microfinance activities in order to create new jobs and self-employment in accordance with the legislation of the Republic of Tajikistan
• d) in the field of professional education and higher education
