Agency for social Insurance and pensions under the Government of the Republic of Tajikistan

After gaining independence, and in connection with changes and new requirements in the socio-economic sphere, there arose a need to establish a new institution that could ensure social protection of the population under market economy conditions.

For this purpose, in June 1996, as a result of merging three bodies — the Pension Fund, the Social Insurance Fund, and the Employment Fund — the Social Protection Fund under the Government of the Republic of Tajikistan was established by Resolution No. 278 of the Government of the Republic of Tajikistan dated June 25, 1996.

Following consideration of issues related to the Social Protection Fund, on September 24, 1996, the Government of the Republic of Tajikistan adopted Resolution No. 423 approving the Regulations of the Social Protection Fund under the Government of the Republic of Tajikistan, including its management system, structure, and total number of employees.

According to the Regulations, until 2006 the governing body of the Fund was the Board of the Social Protection Fund.

Since 2006, in accordance with Resolution No. 512 of the Government of the Republic of Tajikistan dated December 30, 2005, the governing body of the Fund has been the Council. The Council holds quarterly meetings to review and analyze the activities of regional, city, and district offices of the Fund and to take appropriate measures.

In accordance with Presidential Decree No. 9 of November 30, 2006 “On improving the structure of the central executive authorities of the Republic of Tajikistan,” the functions of the former Social Protection Fund under the Government of the Republic of Tajikistan, except those related to the collection of social tax, were assigned to the Ministry of Labor and Social Protection of the Population of the Republic of Tajikistan. On this basis, the State Agency for Social Insurance and Pensions was established.

According to Presidential Decree No. 151 dated March 3, 2014, the State Agency for Social Insurance and Pensions under the Ministry of Labor and Social Protection of the Population was transformed into the Agency for Social Insurance and Pensions under the Government of the Republic of Tajikistan.
