NATIONAL TESTING CENTER
UNDER THE PRESIDENT OF THE REPUBLIC OF TAJIKISTAN

For the purpose of reforming the system of centralized entrance examinations (CEE) to higher professional education institutions of the Republic of Tajikistan, by Resolution of the Government of the Republic of Tajikistan No. 114 dated March 5, 2008, the State Institution “National Testing Center” was established. According to its Charter, the organization is responsible for administering and conducting centralized entrance examinations to higher professional education institutions (HPEI).

In relation to the introduction of the CEE system, on July 28, 2011, an agreement was signed between the Government of the Republic of Tajikistan and the World Bank on the grant project “Russia Education Aid for Development (READ) Program, Phase II”, which was implemented by the Center until October 31, 2014.

The objective of the project was to strengthen the institutional and human resource capacity of the Center for the implementation of the centralized examination system. The project supported institutional development, staff capacity building, and material-technical strengthening of the Center.

Considering the substantial role and significance of CEE in the education sector, the institution underwent structural reform and a change of administrative subordination. By Decree of the President of the Republic of Tajikistan, H.E. Emomali Rahmon, No. 138 dated February 10, 2014, the National Testing Center under the President of the Republic of Tajikistan (NTC-PRT) was established.

Since 2015, institutions of secondary professional education (colleges) have also been integrated into the CEE system, and admission to these institutions is conducted exclusively through this system.

In addition, according to its Charter, the Center is responsible for organizing monitoring and assessment of education quality, as well as participating in international knowledge assessment programs. Each year, the Center carries out a number of activities in this direction, ensuring the fulfillment of its charter responsibilities.

Main statutory goals of NTC-PRT

– Ensuring objective, transparent, and fair assessment of applicants’ knowledge and equal access to secondary and higher professional education;
– Conducting research and assessing students’ knowledge at primary, basic, and secondary levels of general education through standardized testing.

Main statutory tasks of NTC-PRT

– Organizing and administering centralized entrance examinations to institutions of secondary and higher professional education of the Republic of Tajikistan;
– Allocating applicants to educational institutions based on their examination results;
– Conducting monitoring and assessment of education quality, and participating in international student knowledge assessment programs.

Main activity directions of NTC-PRT

– Ensuring public access to information on the CEE system;
– Developing examination subject programs;
– Preparing test materials and piloting them in secondary schools;
– Establishing registration points and examination centers across the country;
– Registering applicants and administering CEE;
– Engaging relevant governmental bodies to ensure safety, public order, and health compliance at registration and testing centers;
– Allocating applicants to institutions of secondary and higher professional education.
