Ministry of Foreign Affairs of Tajikistan

In the Republic of Tajikistan, very serious attention is paid to the issues of foreign policy, the implementation of relations with other states and subjects of international relations.
 
In the development and implementation of the foreign policy of the republic, the distribution of powers between the branches of power is carried out in accordance with the constitutional structure of the state.
External relations bodies are divided into internal and external. In turn, the internal state bodies are either general or specialised. In Tajikistan, the group of general competence bodies is formed by: the President of the Republic of Tajikistan, the Majlisi Oli (parliament), consisting of two chambers  the Majlisi Milli and the Majlisi Namoyandagon, the Government of the republic.
 
The Ministry of Foreign Affairs of the Republic of Tajikistan in this system acts as a body to which special functions of daily activities in the field of implementing the foreign policy of the state are entrusted.
 
The Ministry of Foreign Affairs of the Republic of Tajikistan is the central body of the executive power, which carries out state management in the sphere of relations of the Republic of Tajikistan with foreign countries and international organizations and heads the system of diplomatic service bodies of the Republic of Tajikistan,it is written in the Law of the Republic of Tajikistan on diplomatic service.
 
The Ministry of Foreign Affairs of the Republic of Tajikistan carries out its activities in cooperation with other central executive authorities, local state authorities, and legal entities. The main purpose of this approach is to ensure the centralized conduct of a unified foreign policy of Tajikistan in relations with foreign states and international organizations.
 
The Ministry of Foreign Affairs of the Republic of Tajikistan has the status of a legal entity, has a seal with the image of the State Emblem of the Republic of Tajikistan and with its name, seals and stamps, accounts in banks of the Republic of Tajikistan and is financed from the single treasury account of the Ministry of Finance of the Republic of Tajikistan.
 
The activities of the Ministry shall be controlled by the President of the Republic of Tajikistan and the Government of the Republic of Tajikistan. Foreign external relations bodies are divided into:
 
- permanent - diplomatic missions, consular offices, representations to international organizations, and trade offices; 
 
- temporary - special missions, delegations of the state at sessions of international organizations, at international conferences (meetings, etc.)
 
The Ministry of Foreign Affairs of the Republic of Tajikistan, whose creation is connected with the policy of the Soviet Union, has its own history.
 
On February 1, 1944, the Supreme Soviet of the USSR adopted a law on the granting of powers to the Union republics in the field of external relations, which provided for the right of each Union republic to enter into direct relations with foreign states. After the adoption of this law in the Union republics, the Ministry of Foreign Affairs of the USSR was formed in accordance with the republican legislation, and the Ministry of Foreign Affairs of the USSR was transformed from the all-Union to the Union Republican Ministry. The higher state authorities of the USSR retained the establishment of a general order in the relations of the Union republics with foreign states and the representation of the USSR in international relations as a whole.
 
On May 12, 1944, the VII session of the Supreme Council of the Tajik SSR of the 1st convocation adopted the Law "On the formation of the Union Republican People's Commissariat for Foreign Affairs of the Tajik SSR".
 
On July 29, 1944, by the Decree of the Presidium of the Supreme Council of the Tajik SSR, Ali Akhmedov was appointed People's Commissar for Foreign Affairs of the Tajik SSR, who worked in this post until 1946.
 
On March 15, 1946, the People's Commissariat of Foreign Affairs of the USSR was transformed into the Ministry of Foreign Affairs of the USSR. On March 27 of the same year, by the Decree of the Presidium of the Supreme Council of the Tajik SSR, the People's Commissariats of the republic were transformed into the relevant ministries and, respectively, the People's Commissariat of Foreign Affairs of the Tajik SSR into the Ministry of Foreign Affairs of the Tajik SSR.
 
In the period from 1946 to 1989, the ministry was headed by the Chairmen of the Council of Ministers of the republic, Jabbor Rasulov, Tursun Uldzhaboev, Nazarsho Dodhudoev, Abdulahad Kahkhorov, Rahmon Nabiyev, Deputy Chairman of the Council of Ministers, Rustambek Yusufbekov, Usmon Usmonov. Since 1989 the post of Minister was held by Lakim Kayumov.
 
It should be noted that in the Soviet period in the system of the Ministry of Foreign Affairs of the USSR (the central apparatus of the Ministry of Foreign Affairs of the USSR, Soviet diplomatic missions abroad and the Ministry of Foreign Affairs of the Tajik SSR) in different years worked Gulom Aliyev, Hilal Karimov, Abdurahmon Dadaboev, Kodir Naimi, Mahmudbek Narzibekov, Karim Yuldoshev and other representatives of Tajikistan. Jabbor Rasulov, who in 1946-1955 was the Chairman of the Council of Ministers and at the same time the Minister of Foreign Affairs of the Tajik SSR, in 1960-1961 held the post of the Ambassador Extraordinary and Plenipotentiary of the USSR to the Republic of Togo. It should be emphasized here that Jabbor Rasulov was the first ambassador of the Soviet Union to Togo. The former Chairman of the Presidium of the Supreme Council of the Tajik SSR Mirzo Rahmatov in 1966-1975 worked as the Ambassador Extraordinary and Plenipotentiary of the USSR first in the Yemen Arab Republic, and then in the Islamic Republic of Mauritania.
 
During the years of independence, the post of Minister of Foreign Affairs (in January-July 1992 Minister of Foreign Relations) of the Republic of Tajikistan was held by Lakim Kayumov, Godberdi Holiknazarov, Rashid Alimov, Talbak Nazarov, Hamrohon Zarifi. As of 29 November 2013 The Minister of Foreign Affairs of the Republic of Tajikistan is Sirojiddin Muhriddin.
 
On January 10, 1992, at the session of the Supreme Council of the Republic of Tajikistan, the new structure of the Government of the republic was approved. Instead of the former Ministry of Foreign Affairs, the Ministry of External Relations was created, which was also given the functions of the Ministry of Foreign Economic Relations. The functions, tasks, structure, forms and methods of work of the ministry changed. However, after some time, the leadership of the republic came to the conclusion that the foreign policy department should function independently. Thus, on July 20, 1992, the President of the Republic of Tajikistan R. Nabiyev issued a Decree "On improving the structure of the foreign relations management bodies of the Republic of Tajikistan". The document, in particular, states that in connection with the establishment and development of diplomatic relations, the expansion of foreign economic ties of the sovereign Republic of Tajikistan with many foreign countries and in order to further improve the structure of the governing bodies of these issues in the republic, it is considered appropriate to reorganize the Ministry of Foreign Relations of the Republic of Tajikistan. The Ministry of Foreign Affairs of the Republic of Tajikistan and the State Committee for External Economic Relations of the Republic of Tajikistan were established on the basis of the reorganized Ministry of Foreign Relations of the Republic of Tajikistan. The same decree instructed the Cabinet of Ministers of the Republic of Tajikistan to establish the number of the central apparatus of the Ministry of Foreign Affairs and allocate the necessary appropriations for its maintenance.
 
On August 27, 1992, in execution of the above-mentioned decree, the Cabinet of Ministers of the Republic of Tajikistan adopted a resolution on the issues of the Ministry of Foreign Affairs of the Republic of Tajikistan. This resolution approved the structure of the central apparatus of the Ministry of Foreign Affairs of the Republic of Tajikistan with a staff of 40 people with service personnel (the structure included: the leadership; the general secretariat; the department for bilateral and multilateral relations; the department of international organizations, military-political and cultural relations; the department of state protocol; the consular department; the administrative-household department). The ministry was also allowed to have three deputy ministers, including one first.

Over the past 65 years, the name of Tajikistan's foreign ministry has changed five times:
the People 's Commissariat for Foreign Affairs of the Tajik SSR (12.05.1944-06.1946);
Ministry of Foreign Affairs of the Tajik SSR (06.1946-31.08.1991);
Ministry of Foreign Affairs of the Republic of Tajikistan (31.08.1991-10.01.1992);  Ministry of Foreign Affairs of the Republic of Tajikistan (10.01.1992 to 20.07.1992); Ministry of Foreign Affairs of the Republic of Tajikistan (since 20.07.1992).
