Ismoili Somoni District is the political, cultural, scientific, and industrial center of the capital, and its residents proudly refer to it as the heart of Dushanbe. Following the establishment of the Tajik Autonomous Soviet Socialist Republic and the designation of Dushanbe as the capital, the first administrative, residential, industrial, scientific, cultural, and healthcare facilities were constructed precisely within the territory of the present-day Ismoili Somoni District.
The Executive Body of State Authority of Ismoili Somoni District of Dushanbe City was established in 1939 under the name Dushanbe District of Stalinabad City. In 1963, it was renamed Oktyabr District, and in 2001, pursuant to Resolution No. 192 of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan, it was officially renamed Ismoili Somoni District.
The total area of Ismoili Somoni District is 3,759.0 hectares, and it borders the Sino and Shohmansur Districts, as well as the Rudaki and Varzob Districts.
Within the district, there are 25 mahallas, 5 State Unitary Enterprises “Manzilkhizmatrason”, and 2 Homeowners’ Associations, totaling 32 entities.
The district includes 3 main avenues (Ismoili Somoni, Rudaki, and Hafiz Sherozi) and 145 streets and lanes.
