Committee for Youth and Sports Affairs under the Government of the Republic of Tajikistan
The Committee exercises the following powers within its established areas of activity:
The Committee develops and submits to the Government of the Republic of Tajikistan draft regulatory legal acts in the fields of youth affairs, physical education and sport. It determines key areas of activity and develops and implements long-term, current and targeted programmes within its mandate.
The Committee coordinates the activities of central and local executive authorities, public associations and other organisations in developing and implementing state youth policy and policies and programmes related to physical education and sport. It cooperates with international organisations, participates in the development and implementation of international and intergovernmental agreements, attracts investment and works with political and public organisations.
The Committee organises international, interregional and national competitions, festivals, conferences, forums, fairs and exhibitions. It also conducts information and promotional activities aimed at strengthening patriotism, promoting healthy lifestyles and advancing the principles of the Olympic Movement.
In the field of youth policy, the Committee promotes the patriotic, cultural and moral development of young people and strengthens friendship, cooperation and unity among the country's youth. It helps create conditions for their comprehensive development, the fulfilment of their potential and the protection of their lawful rights and interests. It provides state support to youth public associations and promotes youth entrepreneurship, crafts, education, employment, vocational and language training, support for young families and talented young people.
The Committee coordinates youth volunteering, youth affairs departments within educational institutions, and activities involving scholarship recipients and young people studying abroad.
In the field of physical education and sport, the Committee promotes participation in sport among different groups of the population and monitors compliance with relevant regulatory legal acts. Together with the National Olympic Committee of the Republic of Tajikistan, it supports the development of the Olympic Movement.
The Committee approves the unified calendar of physical education and sporting events, organises national and international competitions, approves the composition of national teams upon the recommendation of sports federations and facilitates their participation in international competitions. It appoints and dismisses national team head coaches upon the recommendation of the relevant federations, issues written authorisations for athletes to participate in international competitions, and registers sporting records and achievements.
The Committee coordinates, supervises and accredits sports training institutions, carries out state accreditation of sports federations, regulates private sports clubs and fitness facilities, certifies coaches and other employees of sports training institutions, maintains the register of sports and contributes to the enforcement of anti-doping requirements.
It also monitors and analyses the implementation of state policy and regulatory legal acts within its areas of responsibility, organises the consideration of applications from individuals and legal entities, protects information constituting state secrets, organises professional training and further development of its employees, maintains international cooperation and manages archival documents in accordance with the legislation of the Republic of Tajikistan.
The Committee also exercises other powers provided for by the legislation of the Republic of Tajikistan, decrees and orders of the President of the Republic of Tajikistan, and relevant resolutions of the Government of the Republic of Tajikistan.
